    It is a great honor for me to have been invited to deliver this anniversary address of this Asia Pacific development center. I consider it a special honor in that to me at least it shows that those of you who have worked in this institution and helped build it up to what it now is with the quality and relevance it now stands for have felt comfortable enough with its initial blueprint.
