dc.description.abstract The project to empower migrant workers through Information and Communication Technology (ICT), was launched by the Sri Lanka Anti-Narcotics Association, due to their concern with substance use of migrants when the fulfilment of their dreams are not realized after a period abroad. In their view, families become dysfunctional due to meagre communication, lack of finances and control. ICT, particularly internet and email would go a long way in eliminating difficult issues faced by migrants, and also add value to the employability of migrants in the future. Accordingly, three Technology Learning Centres were established in high migrant population areas of Colombo, Kurunegala and Chilaw. en_US
