In the introductory chapter three models of rural development were developed on the basis of the extent of intervention from the state in to the rural periphery and of the selection of the primary goals sought to be achieved. It was also indicated that the effect of policy models adopted by a government were mediated besides other factors by its capacity to mobilize the rural community in the direction of the intended policy goals as well as by the characteristics of the rural community which were the object of change.en_US
